Dept of State CT is seeking applications to build the capacity of foreign partners to repatriate, prosecute, incarcerate, rehabilitate and/or reintegrate returning foreign terrorist fighters and family members.
CT will establish a program consisting of a flexible and responsive set of resources and subject matter experts (SMEs) to deploy rapidly and as needed to provide technical advice and assistance to specific countries of origin (CoOs). Depending on the nature of the assistance request, SMEs may evaluate existing policies or procedures; recommend and establish action plans to address near-term concerns held by CoOs; host workshops or trainings for international audiences to share good practices; or provide individualized mentoring to assistance-eligible partner units.
USD$493,000 – $3.4M for 12 – 24 months with anticipated commencement in July 2023.
Expertise is sought in the following areas:
Priority Area 1 – terrorist management in prisons – provision of consultations related to safely & securely managing incarcerated terrorist offenders in CoOs
Priority Area 2 – rehabilitating and reintegrating repatriated associated family members leveraging internationally recognized good practices – provision of consultants and or/host workshops related to rehabilitating and reintegrate returned nationals into CoOs. Consultations must be directed towards civilian law enforcement or government agencies in charge of rehabilitating and reintegrating nationals and may include the use of community-oriented policing to counter violent extremism.
Priority Area 3 – post-release monitoring – consultations to coOs on good practices for post-release monitoring of convicted foreign terrorist fighters and/or high-risk returnees.
