ONRG is seeking white papers for the development of an artificial intelligence (AI) system capable of dynamically optimizing protocols and signal modulation schemes for tactical communications in contested, interference-laden environments across air, surface and/or subsurface domains.
ONRG is seeking seeking proposals that
- rigorously define realistic, high-fidelity communications scenarios using real-world or synthetically generated datasets derived from systems commonly deployed on maritime, ground, and airborne platforms, while capturing key operational constraints such as mobility, limited connectivity, and adversarial interference;
- develop and demonstrate novel AI-Native Air Interface algorithms that can autonomously adapt to these dynamic, multi-domain environments to optimize network performance, resilience and spectrum efficiency.
Up to USD$250,000 for twelve months is available, with an optional additional $250,000 over another twelve months. (ie up to USD$500,000 over 24 months total).
White papers are due 10 July 2026.
