The US Naval Aviation Enterprise is seeking white papers and proposals for projects in support of naval aviation integrated warfighting capability.

This BAA is intended for white papers/proposals related to basic research, applied research, advanced technology development, advanced component development, and prototypes intended for scientific study and experimentation directed towards advancing the state-of-the-art or increasing knowledge or understanding, rather than focusing on a specific system or hardware solution.

Additionally, this BAA is intended for prototype projects directly relevant to enhancing the mission effectiveness of personnel or improving platforms, systems, components, or materials proposed to be acquired or developed, or improvement of platforms, systems, components, or materials in use by the armed forces.

The  US Government is interested in rapidly prototyping projects that:

  • Use mature and innovative technologies to address warfighting capability gaps
  • Mitigate Risk to Mission and or Risk to Force
  • Accelerate development and test of material and non-material solutions within the Fiscal Year Defense Program (FYDP).
  • Create pathways for accelerated maturation and/or operational introduction of promising material and non-material solutions.

The primary objective is to identify operational prototype solutions for research that can demonstrate integrated interoperable and cyber-resilient performance through a 6-18 month life cycle of LVC and/or test and evaluation activities.

The secondary objective is to identify key enablers needed to establish the infrastructure and workforce that ensures the successful accelerated acquisition, delivery and deployment of emergent and advanced solutions.

  • Joint and Naval Aviation Mission Areas – surface warfare; strike warfare; air warfare; anti-submarine warfare; electronic warfare; mobility; logistics.
  • Key Capability Focus Areas – maritime domain awareness; command, control , communications, computing, cyber, intelligence and reconnaissance (C5ISR); counter-C5SIR and targeting; maritime ISR; unmanned carrier aviation; manned-unmanned teaming; carrier airwing 4th/5th GEN integration; long range fires (incl kinetic and non-kinetic effects); weapons capability and capacity; offensive and defensive cyber operations/cyber resilience; contested logistics environment.
  • Enabling Science and Engineering Areas – cyber-resilient, secure communications and networks; avionics, sensors and electronic warfare; readiness and sustainment; systems engineering; test and evaluation engineering; human systems integration and performance; mission engineering and warfare analysis.
  • Enabling Digital Transformation Areas – multiple-level security technologies and architectures; data architecture and management; enterprise product lifecycle management; predictive analytics/business intelligence/visualisation; development security operations; artificial intelligence and machine learning; business transformation; digital/data careers and organisational strategy; digital innovation/emerging technologies/disruptive digital technology; live, virtual and constructive (LVC) and synthetic-injected-to-live (SITL) infrastructure, technologies and integration to enable testing and training.

White papers will be accepted any time until 4 September 2026.
